Moeria was a pre-Breaking civilisation that once administered the area that became one of the unnamed, bony landshards that the crew of the Nightingale encountered.
It was a socialist state that was responsible for createing a significant quantity of art and culture. This was caused through the use of necromantic industrial engines that turned the dead into skeletons; the dead were required to spend the equal of their lives in flesh in undeath servitude to the state. This allowed the living to live without working and do whatever they wanted. Necromantic pumps, emanating a green Chereknov radiation, were responsible for these, spreading across the land via repeaters.
This was unlike Novo Albia, a post-Breaking state, where only those enslaved in life are required to serve in death.
